The primary purpose of this position is to ensure the proper application of pay regulations, and consistency of input on payroll actions; such as appointments, promotions, pay adjustments, reassignments, awards, and separations pertaining to civilian employees of the Department of Veterans Affairs. These actions affect employees under the General Schedule System, Federal Wage System, Executive Service System, the Veterans Health Services and Research Administration, Title 38 and Hybrid 38.

The Civilian Payroll Technician processes the full range of payroll actions in an automated system(s) for employees appointed under the different personnel systems, which have unique pay accounts such as Title 5, Title 38, and FWS. There are three retirement systems (Civil Service Retirement System, Federal Employee Retirement System, and the CSRS Offset plan); and a Thrift Savings Plan (TSP) program, each with distinctly different contribution provisions. There are special bonus/incentive programs, and special types of pay for the many different occupations and pay systems. Pay systems can be relatively inconsistent due to high degree of activity involving non-standard pay and leave accrual actions that are complicated in nature. Accounts must be paid on a current basis, without frequent overpayment or underpayment situations. Pay accounts are also handled for employees at remote locations.

Releases personnel actions determining pay, maintains payroll records, applies pay laws, regulations and agency policies, researches and codes pay adjustments to normal pay, locality pay, night differential, overtime, holiday pay, Sunday and Saturday premium pay, Executive Special Pay, Physician Market Pay, Special Pay, retirement deductions, Military Service Deposits, life and health insurance, Federal Employee Health Benefits Pay Adjustments, Federal/State/Local taxes, W2's, updates to employee records, cash awards, adjustments to the Thrift Savings Plan, debts (D0-2481), student loans, quarters, CFC, and other deductions. These adjustment actions occur due to frequent correction of time and attendance records, personnel records, or late receipt of authorizations.

Documents and corrects system-generated errors; The incumbent works independently to resolve payroll issues that affect employees' pay and leave.

Determines the completeness/accuracy of pay actions, and ensures they are made in accordance with compensation and related rules, regulations, and instructions. Incumbent determines the eligibility for pay and benefits based on the type of appointment and pay plan involved, the tour of duty, and the employee's location.

Responds to court order inquiries and voluntary documentation processes, and withholds special pay entitlements such as final salary payments to beneficiaries of deceased employees or processes certain settlement agreements. Also, responds to written and verbal inquiries from employees, supervisors, payroll offices of other agencies, timekeepers, HR offices, financial and personnel management specialists, State Unemployment Offices, financial institutions, mortgage companies, Treasury Department, Internal Revenue Service, employee union representatives, attorneys, Regional Counsel, Equal Employment Officers, and congressional inquiries.

Work Schedule: Administrative day tour, Monday - Friday, 7:45 AM to 4:30 PM

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2021.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-07 position you must have served 52 weeks at the GS-06 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week to receive proper evaluation.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:GS-07 Grade Level:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: processing a full range of official payroll actions for employees under various payroll systems; determining pay; maintaining payroll records and completing related reports pertaining to employees; processing cases within the full range of payroll functions; and processing time and attendance records.
  • PREFERRED EXPERIENCE: The best qualified applicant will have previous Civilian Pay Technician experience in a federal agency. The highly qualified applicant will have previous Civilian Pay Technician experience in a federal agency and fully meet the specialized experience skills as stated above. Will have documented experience working with payroll systems such as DCPS, VATAS, VISTA and PAID.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work places no special physical demands on the employee. There is a high level of stress due to demanding deadlines and the need for a high degree of accuracy. There is also a requirement for some walking, standing, bending and carrying of light items. Work is performed in a office setting where the work area is typically lighted, heated and ventilated.
